Qualifications:

  • Degree (Master’s degree preferred) in communications, education, journalism, social services, social sciences, or other relevant field appropriate to the position with several years’ direct experience in the areas of public education and communications work, preferably within child or youth-serving sectors, journalism, or an equivalent combination of education and experience.
  • In-depth knowledge of social issues including poverty, mental health, addiction, justice, disabilities, sexual exploitation, and domestic violence.
  • Advanced-level expertise of children’s rights legislation and best practices, including extensive knowledge of The Advocate for Children and Youth Act, and other relevant provincial Acts, policy and standards in Manitoba, plus an understanding of legislation in other jurisdictions and provinces.
  • Ability to synthesize complex and sensitive information, emerging trends, opportunities, and potential risks into the development of annual communication and public education strategies.
  • Demonstrated experience handling contentious or difficult situations involving conflict management or negotiation with critical thinking, diplomacy, tact, discretion and political acumen.
  • Proven ability to deliver project objectives under tight timelines and with respect to highly sensitive information.
  • Expertise in reviewing, editing, overseeing graphic design, and approving complex correspondence, documents and reports, plus knowledge of multiple media platforms and social/digital applications that can be used to engage stakeholders, analyse trends and promote the strategic goals of the office.
  • Strong written communication skills, including writing to inform, educate, and persuade audiences.
  • Superior verbal communication skills with the ability to deliver presentations to large groups and to communicate effectively with individual children, youth, young adults, and their families.
  • Strong organizational skills including the ability exercise initiative while managing high volume workloads with conflicting priorities and deadlines.
  • Working knowledge and understanding of the lives of Indigenous peoples and the aims and objectives of Indigenous communities, as well as other diverse cultures with respect to the provision of culturally proficient services.
  • Advanced skills in developing strategic partnerships, on behalf of the organization, with members of the public, senior government officials, media, and others.
  • Demonstrated innovation and creativity, and the ability to foster creativity in others.

 

Desired Criteria:

  • Formal training or experience in supervision or management.
  • Ability to communicate in one of Manitoba’s Indigenous languages.
  • Registration in a relevant professional body, for example social work or public relations.

The Manitoba Advocate for Children and Youth is looking for candidates who are willing to work on a flexible schedule to cover office demands and when travelling for work related purposes.

 

Duties:  The Manitoba Advocate for Children and Youth (MACY) is an independent officer of the Legislative Assembly and is independent of government. The Manitoba Advocate’s statutory mandate includes representing the rights, interests, and viewpoints of children, youth, and young adults receiving any designated or reviewable services as described under The Advocate for Children and Youth Act. The Manitoba Advocate also reviews and reports upon the standards and quality of those reviewable and designated services provided to children, youth, and young adults who have died, to educate the public and to enhance the safety and well-being of Manitoba children, youth, and young adults.

Reporting directly to the Deputy Manitoba Advocate, the Manager, Public Education supervises MACY’s public education division, and provides leadership and oversight on behalf of the Manitoba Advocate in developing and implementing the Office’s public education strategy and activities, as well as the Office’s internal and external strategic communication plans.

Key duties involve MACY’s public education campaigns and the ways in which MACY interfaces with children, youth, service providers, and the general public.  This includes all public-facing materials such as public reports, strategic public education campaigns, social media engagement, public messaging, presentations, and work in support of community engagement.  The Manager, Public Education will also act as an adviser to the Manitoba Advocate and the Deputy Advocates, and provides expert advice on public education issues, trends, risks, and opportunities, and takes a lead role in mapping out, and delivering on, strategic public education objectives in a highly sensitive, political environment.
